fancy ruffled paper streamers

Millie G's birthday is coming up next week and I thought it would be necessary to add a little "fancy" to my endless rolls of ordinary paper streamers. You can make them too! You'll need paper streamers in assorted colors, a sewing machine (it will probably take you 12 years to make these without a sewing machine... sorry), and some metallic (or bright color of your choice) spray paint.
Cut one long strip of paper streamer (however long you need it to be when it is hanging). Cut another piece in a coordinating color about twice as long. Lay the longer piece on top and sew down the middle of both pieces, rumpling (technical sewing word alert! "rumpling") the longer piece as you go, creating a ruffle. This is a long, boring process.
When both pieces are sewn together roll them into a spiral "flower" and spray paint lightly around the ruffled edges. Hello, bling!
After a few hours of drying they are ready to party!
